But... when it comes to criminals, it truly depends on where you are. The Water Territory is fairly small, and many of its residents are church-goers. For us... usually, it's we priests who take in the accused and hear each side. It's a rarity, in my experience. I haven't lived for that long, but I haven't ever seen a case that wasn't handled well.
I can't speak for the other territories, of course... and we all, more or less, listen to the laws of the Kleinster Kingdom.
